Establishment of the Ethics Panel of CCRDA
As part of its obligation to effectively implement the Code of Conduct which was officially launched on December 29, 2016, CCRDA has established a Panel of Ethics by the decision of the General Assembly which was held in March 2016. The Panel has nine members including the chair person, Vice Chairperson and Secretary. A Rule of Procedures have been developed and endorsed by the Panel. The Panel will also have its own office with the required human and material resources. Amharic and English are the official languages of the Panel but translation services will be provided at the cost of the Panel for those who cannot speak these two languages. Panel members are elected based on their high morality, integrity, impartiality and competence in matters pertaining to the operation of civil society organizations. Panel members may be removed from their position by the decision of the General Assembly if they found engaged in serious misconducts.
Mandates of the Panel
The Ethics Panel is mandated by the CCRDA General Assembly to conduct activities which are necessary for the promotion and protection of the Ethical Standards enshrined in the Code of Conduct. Accordingly, the Panel have the following powers and responsibilities:
Collect documents, undertake studies and research on CCRDA’s members ethical challenges,Organize seminars, symposia and conferences, disseminate information, support with the implementation of the Code,Formulate and lay down, principles and rules aimed at solving ethical challenges,Interpret the provisions of the Code and the Rules of Procedure,Receive reports,Handle complaints,Conduct organizational visit, and Provide awards to member organizations for extraordinary and exemplary conduct.
A compliance system is the set of mechanisms, processes and procedures that support the implementation of principles of the Code of Conduct, and protects its overall credibility. It is made up of two components: a monitoring function and a sanctioning mechanism. There are different ways of monitoring compliance; reporting, field visit, self-assessment, peer review and complaint investigation.
Signatories are expected to submit periodic and regular reports to the Panel concerning the measures they have taken towards the implementation of the Code of Conduct in their respective organizations. The Panel will provide the schedule to each signatory organization when their reports are due. The report provides comprehensive information on the implementation of the Code including its successes and challenges. After reviewing the report, the Panel will provide recommendations which should be observed by the signatory organization. The Panel may also conduct field visit to see in person how signatories are complying with their obligations in the Code of Conduct, to learn their experiences and to witness facts on the ground.
Self-assessment involves members periodically conducting an assessment of their implementation of the Code of Conduct, identifying areas of compliance, non-compliance and detailing the corrective actions needed. Self-assessment tools have been developed by the Panel to guide member organizations. Peer Review involves signatories of the Code periodically reviewing each other’s compliance and providing recommendations for improvement. The third monitoring approach is complaint investigation which involves receiving complaints against signatory organization.
